Germany is deemed to be a considerable economical nation and as transit country it is relevant for oversize transportation within the South Baltic room.
There is a number of legal requirements concerning oversize transportation.
Such transportations diverge from the norm of “Straßenverkehrs-Zulassungs-Ordnung (StVZO)“. It is an ordinance based on § 6 “Straßenverkehrsgesetz”, enacted by the Ministry of Transport, Building and regional Development.
- large measurements and small weight,
- heavy haulage (small measurements but very high weight),
- combination of1.and 2. and
- transport of long freights (more than twenty metres).
They cause immoderate using of roads and s they need a permission according to
§ 29 (3) StVO. Basis for this permission is an exception permit pursuant to § 70
Depending on size and freight escort vehicles or police escort are required.
Above such transportations are just allowed at specific periods. During holidays using of several motorways is principally impossible. These periods are called „off-time“. Oversize transports are allowed to proceed only between Monday 9 a.m. and 3 p.m. Nearly all transportations with a width above 3,2 metres have to be realized during the night between 10 p.m. and 6 a.m.
Oversize transportations must have a valid permit which have to be obtained from the authorized regulatory agency. For this purpose a request with addressor, receiver, measurements of loads, weights, vehicle registration number, axial distances and axle loads, number of wheels per axle and description of the route have to be conveyed. The agency gives this request to consultation and waits for agreement and issues the permission, which is valid until the end of the following month. In Germany it is common, that oversize transport companies have a continuous permit (one year).
